Sam Burnett is a doctor living in Occupied Philadelphia. As a member of the Resistance, he is more concerned for the health and safety of the people living in his city. While still loyal to America, he left the Resistance due to the casualties caused by KPA reprisals.
Although a member of the Resistance, Doctor Burnett is entirely against unnecessary violence and fearful of the Resistance's actions that would only bring KPA reprisal on Americans, including those who are unaffiliated with the Resistance. Because of his ideals, Burnett often clashed with Jack Parrish.
When Mayor Simpson was murdered on live television, Burnett confronted Parrish and Dana Moore, and informing them that their actions forced the KPA to release nerve gas on Philadelphia. Shocked by everything that have happened, Burnett decided to leave the Resistance before helping people to escape from the city.
